Activists or Protestors are civilians who are active members of various movements throughout the Infamous series and engage in protesting against Conduits, bioterrorism, and drugs.

Militia (Infamous 2)[]
When Cole MacGrath arrives in New Marais after the Beast destroys Empire City, various supporters of the Militia can be seen, chanting pro-Militia slogans and protesting Cole's presence. However, when Cole begins to fight the Militia and liberate the city's districts from their control, many of these activists will begin vanishing from the streets.
Lifeline[]
Lifeline is a grassroots movement that emerged following the Empire Event and protests the presence of drug activity and Conduits in Seattle. The movement emerged a year after Cole activated the RFI following a showdown with the Beast in New Marais and is said to receive government funding, although Lifeline denied this. Conduit and graffiti artist Delsin Rowe will also encounter Celia Penderghast, a Conduit who had been murdering Lifeline members and supporting political figures, leaving behind clues and evidence at murder scenes for Delsin to find.
If Delsin chooses to corrupt fellow Conduit Abigail Walker into further becoming a killer, he will convince her to target Lifeline rather than drug dealers. The two will spend time massacring Lifeline activists. Despite opposition from the Department of Unified Protection, Delsin, and Abigail wiped out many Lifeline rallies present before Abigail murdered the leader of Lifeline on a livestream.
Anti-D.U.P Group (Second Son)[]
They are temporary and can face off against the D.U.P for their defenses of locking up people in cells with their command centers, thinking they might bring something illegal, which gave the agency a higher security charge.
