Arc Restraint is a neutral power utilized by Cole MacGrath in Infamous and Infamous 2. With this power, he can restrain enemies or civilians to the ground.

Usage

The move is executed by standing over an injured enemy or civilian and pressing L1 to lock on, followed by hitting Circle. Cole will send electrical energy into the ground around the target, after which they will form into electric shackles around their hands and feet, trapping them in place. This could save or kill an opponent.
