Celia Penderghast is a young girl with the Conduit gene, and has the power to manipulate and control paper. Sometime during the events of inFamous 2, her gene (along with Brooke Augustine's) was activated by the Beast. Celia followed Augustine through lawless, chaotic streets where everyone wanted the two dead. When military order was restored, the two were treated as hostiles, so in a spur of the moment decision, Augustine encased her in concrete to gain the government's trust. Celia was the first Conduit to be captured and imprisoned by the Department of Unified Protection.

After years of imprisonment and experimentation at Curdun Cay, she received word that she was to be transferred to a different facility. Because Curdun Cay was home to her, she didn't want to leave. The day before she was to be transferred, she was believed to have committed suicide using her own abilities.


Paper Trail

Celia appears to Delsin, alive and well throughout the Paper Trail side-quest, whispering his name and leading him on a chase through parts of Seattle. She disappears every time Delsin can get close to her, but always leaves behind an origami dove that usually has an important clue written on it to aide Delsin in uncovering the origins of the DUP. She wears a black jacket with a white shirt and red tie, black stockings, a short red skirt, black sneakers and a distinctive paper mask resembling a rabbit.

Through the course of Paper Trail, it is revealed that Celia's death was faked and had been set up by Augustine. As the D.U.P was on the verge of being shut down, Augustine planned to set Celia free and give her a list of officials who were Anti-Conduit. Celia was to eliminate these officials as soon as she was out of Curdun Cay. A young woman known as Naomi Lachter, who was a security guard at the detention facility, was chosen as the cover-up corpse for Celia. The woman had no friends and no family and, subsequently, was a suitable victim for Augustine's plan.

Once Celia had lured Naomi into her cell, through feigning injury, she killed and purposely disfigured her by manipulating a stack of card Augustine had given to her. She then assumed her identity and left Curdun Cay, with Augustine tying up her fake death.

Once Celia arrived in Seattle, she began her assassinations. However, she saw Delsin's impacts on Seattle and decided that Augustine was weak for not taking the same attitude. Deciding that humans are weak and they should be the ones oppressed instead of Conduits, she went rouge and started leading Delsin to all the files that explained the deception of the D.U.P and the background of the people she had murdered.

Delsin finally confronted her at the D.U.P tower where she explained, through the use of her powers, how he had changed her view on Augustine and her way of thinking, before thanking Delsin for making her realize that no one can give Conduits their freedom, so they must take it by force. She then vanishes and is never heard from again.


Powers and Abilities

According to D.U.P. reports Celia's ability to control paper was surprisingly versatile, she could utilize floating bits of paper as razor sharp projectiles, convert her body into paper allowing her limited flight, and fold it around her body as a form of surprisingly durable body armor. Her powers were so great that the D.U.P. even briefly considered using her as the template of their Conduit soldiers.

Trivia

  • Her time in Curdun Cay has (unsurprisingly) turned her into a very dark individual. Evidence of this is found during Paper Trail. Her notes detail about how Augustine took her to see the morgue where they stored the bodies of the Conduits who were murdered by people for no other reason apart from them being Conduits. She also detailed on how watching Naomi bleed to death on the floor of her cell made it easier for her to carry out the plan.
