After the opening monologue, the transport drives along the highway towards Salmon Bay, where an Akomish party is being held at the Longhouse. At a fish cannery, [[Delsin Rowe|Delsin]] climbs over the gate and climbs up to the roof, where a billboard congratulating his brother, [[Reggie Rowe|Reggie]], which is the new sheriff, is placed. Delsin spray paints the billboard. Reggie catches wind of this and drives his police truck, alarm on, to the fish cannery. Jumping into the warehouse, Delsin knocks over an empty fish can, causing the Akomish leader and owner, [[Betty]] to come out, armed with a stapler. Delsin calms her down and she asks why he isn't at the Longhouse and if he was up to mischief on the roof. Reggie soon knocks on the door, demanding Delsin to come out or he'll call Betty so that she'll let him in. While wanting to do what the Reggie says and asking why Delsin was inside, she gives him five minutes to escape before she comes back. After she heads back into her office, Delsin leaves out the back door and thinks about heading to the Longhouse to evade the his brother. After some parkour along some cliffs, Delsin tries to enter the Longhouse, but Reggie was already waiting for him. While telling Delsin off for embarrasingly making him arrest his own brother again. As they argue about their parents and Delsin's art hobby, the transport soon crashes on the highway and the Rowe brothers head up to see two [[Eugene Sims|Bio]][[Abigail Walker|terrorists]] running from the wreckage. While Reggie attempts to pursue them, Delsin runs up to the wreckage and finds a [[Hank Daughtry|prisoner]] stuck under a door and helps him out. As the prisoner thanks Delsin, Reggie returns and the prisoner grabs Delsin as Reggie pulls out his gun. As Reggie tries to get the prisoner to let Delsin go, the prisoner absorbs [[Smoke]] from the wreckage and fires smoke shots at Reggie. Delsin soon grabs the hand the prisoner is using and suddenly, Delsin Begins seeing the prisoner's memories. When Delsin comes to, Reggie and the prisoner are nowhere to be seen. As he tries to figure out what is going on, he starts experiencing the prisoner's powers.

Seven years ago, a small group of humans called "Conduits" spontaneously acquired control over certain natural elements which they could use as weapons. The Department of Unified Protection was formed to hunt down and indefinitely detain all conduit (reclassified as "Bioterrorists") to protect the population. It's now believed that all Bioterrorists have been successfully captured and locked away. As a result, the Department of Unified Protection is being phased out, with the military assuming oversight of the imprisoned Bioterrorists. Today, the first military transport of Bioterrorists leaves the D.U.P. detention facility at Curdun Cay Station, headed for an army prison in upstate Washington... It will never arrive.

After the opening monologue, the transport drives along the highway towards Salmon Bay, where an Akomish party is being held at the Longhouse. At a fish cannery, Delsin climbs over the gate and climbs up to the roof, where a billboard congratulating his brother, Reggie, which is the new sheriff, is placed. Delsin spray paints the billboard. Reggie catches wind of this and drives his police truck, alarm on, to the fish cannery.
