Roger Miller is an engineer and friend of the Dailey's in Empire City. Cole searches him after Trish Dailey sent Cole to track him down to repair the Stone Canal Bridge so she can get her medical supplies across. Cole finds Roger being held captive by three Dust Men. Cole rescues him, and he protects him while he repairs the bridge. Whilst protecting him against the onslaught of Dust Men, Roger asks about Amy, Trish's sister, and Cole lies and says she made it out of the quarantine. The duo is successful in the repair of the bridge, and Trish is able to get her medical supplies across.

Later, Roger rigs up electrical equipment to a city bus so Cole can protect Trish's medical suplies while they travel to the hospital.
