The Sewers were where the substations in Empire City was located. The only way to access them was through the sewer grates located all over the city.

The entrance usually lay in the darken parts of the city, surrounded by a plethora of enemies. Cole used them to go down to the sewers to restore power to Empire City's areas. They could only be accessed as part of story missions. Cole gets every power from the transformers in the sewers in InFamous.

The sewers of Empire City was, after the Blast, a home for the poor but also those hiding or taking cover from the criminality on the surface.
