Sewers are where the substations in Empire City are located. The only way to access it is through the sewer grates located all over the city.
The entrance usually lies in the darken parts of the city, surrounded by a plethora of enemies. Cole uses them to go down to the sewers to restore power to Empire City's areas. They can only be accessed as part of story missions.
The sewers of Empire City was, after the Blast, a home for the poor but also those hiding or taking cover from the criminality on the surface.
