Shadow Swarm is a new "Subsitute" Ionic power introduced in inFamous 2: Festival of Blood as one of Cole's new Vampiric abilities. It does not require an Ionic Charge to use, although it does require certain conditions to be met. A new "Corruption Meter" is introduced and appears as a beating heart in the Ionic Charge slot. This meter will increase as Cole uses his Vampire abilities, such as biting civilians, and once it is filled he will be able to utilize this power.
