Starting the mission
Cole flying toward a boat
Cole receives a call from Moya informing him that the Dust Men are planning to load barges full of civilians in order to cross the quarantine. Moya says that the military is under strict orders to maintain the quarantine and will stop at nothing to follow their orders. Cole does not want to save the hostages, even when he's good. Instead he says it's not part of the deal. Moya says that if he doesn't do so there will be no deal. The mission is to stop the barges from leaving the docks and preventing the loss of innocent lives.

Head to each of the markers on the map where each boat is located. Many dust men will be trying to stop you. Once on the boat, destroy the engine and free the prisoners. Do this for each of the four barges and the mission will be complete.

- One of the barges is located behind the Chummy Chicken, a fast-food restaurant which is also the setting for the Story Mission Zeke's Request, where Zeke's friend Dwight is killed.
