Tough Collar Is a Good Karma side mission found in the Neon District in InFamous, in which Cole tracks down a Reaper Conduit.

Asking for help.
Cole speaks with a Empire City Police Officer who tells him about a Reaper Conduit that the police force have been trying to “bring down”. He asks Cole to capture the Reaper, giving Cole an opportunity to try out one of his new powers, Arc Restraint.
Restraining the Conduit.
Cole quickly tracks down the Reaper Conduit, who has a gang of regular Reaper troops with him. Taking down the Reaper troops first, he then moves on to the Conduit, making sure to only knock him down, finally restraining him so the police have the opportunity to interrogate him later.
Trivia
- This mission can be failed if the Reaper Conduit dies.
- Getting a Head Shock Take Down instantly kills any enemy in InFamous, so its easy to lose the mission by aiming at the head.
- An XP reward for Arc Restraining a Conduit (from any gang) shares this mission's name.
