Is it possible to obtain good and bad powers at the same time?

Hi everyone, I was wondering if it was possible for Cole to obtain all of the abilities for both good and bad in inFAMOUS 2. For example if you are evil and unlock the cluster grenades can you still use them if you change to becoming good and will this work for all powers? Thanks.
